The present investigation is based on the background associated with the development of ethical values ​​in the Angolan public institutions and therefore seeks to analyze the importance of ethics as a fundamental element in the quality of care for students in public institutions from dominant philosophical approach in the training process. For the inadequacies in public services vocation proper training and ethical spirit form a large class who has in their hands the nation flows management services whose unit of measure should correspond to the recognition of the development of society today with values, traditions, thinking and social justice.

INTRODUCTION Is evident that a democratic and pluralistic society does not inculcate generations admitted as an image of the ideal only for some elite that compose man, nor renounce convey attitudes impossible without democratic coexistence. However, the solution of the problem is not to change the label of the subject of the corresponding subject Moral Ethics in institutions, but in explicit moral minimums that a society should convey their customs because you learn to read the full story which are principles, values, attitudes and habits that cannot depart without giving time to humanity itself from a thinking and social justice. A gradual approach to the problem of ethics in the Angolan public institutions primarily requires consideration of historical and social conditions that are presented as a political, economic and social challenge posed achieve an educational ideal that each individual do to distinguish their culture, wisdom, who knows how to act efficiently in the current and future technological changes, closely related to the international stage of imperialist domination. This in turn is essentially characterized by the dominance of finance capital, the trans nationalization of capital, for the differences between the scientific and technological development for the profound social, environmental impact, the natural wealth and the assault on the human essence, deriving from the above. Arguably, it should not lead to confusion with the moralist, for it is not the task of ethics that indicate men and women to the immediate mode what to do with the loss of ethical values ​​in the Angolan public institutions, but also cannot allow who identifies with the narrator historian committed to the thoughts of others, with the analyst sanitized language or scientific. Ethics is part of the philosophy and as such is essentially a constant questioning of the scope of morality. In this sense, a political, economic and social challenge posed an urgent battle to achieve an ideal of innate educational value that makes each person distinguished by his culture, his wisdom, knows efficiently use the current and future technological changes necessary in close cooperation with men and women of good will, to fight over any political, ideological or religious difference in the Angolan society. This allows us to understand that today's world becomes heir to a century in which gains were made in the social, scientific, cultural and other, but are accompanied by social crises, conflicts and violence affecting the African continent. What everyone has is his conscience, is part of his personality that is formed from the family, school, and in conjunction with the society in which it develops. As for values, it can be argued the ethical superiority of some over others, starting with assessing the very pluralism that allows and appreciates diversity in society (Savater, F. 1997). It is assumed that the serious problems affecting the continent not only human existence but for the preservation of life itself, require a responsible attitude on the part of humanity that lies in the relevance acquired by the development of ethics, as an essential mode of transmission of culture for education on ethical values ​​as joint investigative thought-the patriotic traditions which enables the overall development of a personality that characterizes the man, multifaceted and harmoniously developed, tireless campaigner for ethical values​​. In any case, it would enhance the development of the various cultural forms in the third environment, instead of continuing to promote cultural homogenization, if the principles of pluralism and say "of multiculturalism in the third environment will have to undertake actions major to satisfy minimally "(Echeverria, 2002:35). In many areas of citizenship and participation with sufficient information to determine aspects cannot but be a source of social controversy to determine the intervention at multiple levels of what is complex. This then allows us to understand the significance that currently acquires the axiological ethical approach to reality, to the extent that no single social process that can be understood apart from the ethical values ​​that demand significant capital to the destinies of mankind. From a holistic view ethics as joint-investigative thinking in the Angolan patriotic traditions indicates the direction to the development of human capital, which includes along with the satisfaction of subsistence needs of continental and emotional protection of citizen participation as a synergistic factor, making the axiological need freedom from imperialism, which allows to reduce the need to leave a gap, generating welcome the development of vital potential. Therefore, the serious problems affecting the Angolan society, not only human existence but the self-preservation of life, because they require a responsible attitude of humanity Chavez, A. That is why among the challenges facing the continent society is undoubtedly in his own life, which also involves the issue of ethical values ​​that accompany the human being in its historical course which will confer in turn, the possibility of transforming society to make it more human. For all the above stated, education on ethical values ​​as joint-investigative thinking must take an important role to discern the values ​​to work with students from the University. So that means in Angolan history, the need to present a professional future, being able to stand up to the constant threats inland as indispensable to safeguard what has been achieved over several centuries condition in the world that has aspirations of joining peace throughout the continent. The dominant culture is reproduced in part in oppressed social groups and manifests itself in a weakening of the valuation allowance for making sense yet to find new directions for the development of the Angolan society afflicted by war in recent years, as suggested by Morin , E. It is considered that the human capital that is formed in the process of building education has particular ethical values ​​of their psychological functioning in correspondence with the social changes occurring in that historical context formations. It is characterized by the conscious regulation of their activity where social reasons and high political consciousness that guide and encourage their participation in society by high ideals which form the sources of their life plan for their stability personological based features predominate a reflective, dynamic and creative to face complex situations with a great humanist ethical meaning of life thought. The formation of thought-research becomes a real challenge, thus transforming its university research training is required, what passes for curriculum design, the design and implementation of the teaching-learning and training in general. The teaching and learning of humanities taxed to the cultural formation of ethical insofar as it is conceived, designed and implemented from a creative and flexible look that projects the potential they hold for the formation of education professionals with a high component axiological Angolan culture. INSTRUMENTS During the preparation of instruments to select the sample was applied stratified random sampling technique by socio students Bachelor of Mathematics University "Agostinho Neto" from a pilot involving the application of surveys to 36 teachers. The survey questions used in each dimension, the quantitative analysis procedure employed, consist to allocate in an ascending scale of 1 to 10 the space from ignorance to knowledge of the subject research, expert judgment submitted by teachers of "Agostinho Neto"- University Angola. SUMMARY AND CONCLUSION Teachers must be prepared to design integrative actions in the development of their teaching-oriented features from the Ethics as a subject that enables the articulation of thought, research traditions in order to focus its efforts on better preparation of students for activity professional that develops in contradiction between the progressive specialization of knowledge and the necessary integration of ethical values ​​in an orderly and coherent whole. It is therefore necessary to continue deepening the formation of ethical values ​​so that through the educational process, values ​​education and strengthening of concepts, behavior and important moral convictions, is enhanced in professional generally reaffirming the professionals need to prepare in terms of achieving a top performance on their performance in college and university. component axiological Angolan culture.
