INTRODUCTION Is evident that a democratic and pluralistic society does not inculcate generations admitted as an image of the ideal only for some elite that compose man, nor renounce convey attitudes impossible without democratic coexistence. However, the solution of the problem is not to change the label of the subject of the corresponding subject Moral Ethics in institutions, but in explicit moral minimums that a society should convey their customs because you learn to read the full story which are principles, values, attitudes and habits that cannot depart without giving time to humanity itself from a thinking and social justice. A gradual approach to the problem of ethics in the Angolan public institutions primarily requires consideration of historical and social conditions that are presented as a political, economic and social challenge posed achieve an educational ideal that each individual do to distinguish their culture, wisdom, who knows how to act efficiently in the current and future technological changes, closely related to the international stage of imperialist domination. This in turn is essentially characterized by the dominance of finance capital, the trans nationalization of capital, for the differences between the scientific and technological development for the profound social, environmental impact, the natural wealth and the assault on the human essence, deriving from the above. Arguably, it should not lead to confusion with the moralist, for it is not the task of ethics that indicate men and women to the immediate mode what to do with the loss of ethical values in the Angolan public institutions, but also cannot allow who identifies with the narrator historian committed to the thoughts of others, with the analyst sanitized language or scientific. Ethics is part of the philosophy and as such is essentially a constant questioning of the scope of morality. Their conceptual framework, methods and diversity of theoretical orientations allow you not only question the moral but also to analyze different moral concepts, study what the values are, how they arise and how they can investigate any facts related to certain moral values to make actually. DEVELOPMENT The ethical is a dimension of human and social reality, which is present in various areas of life in the learning process because there are values at stake in the analysis of objective reality and its historical development where you can find the criteria ethical to be inspired, which is not limited to making great principles difficult to apply to complex situations, but especially when value conflicts occur among trained professionals around the world. For Álvarez C. (1989); Chaparro, F. (2010); De la Calle, C, García, J. (2007); Faustino A, Wongo, E. (2014); Faustino, A., Wongo, E. and Diéguez, R. (2012), this presupposes the recognition of ethical values, development of ethical judgment, an ability to pose problems, reflection, thought, research, sensitivity to challenge them real consequences both large and small in their social environment. However, there are a considerable number of professionals in the Angolan institutions underestimate ethics from the exercise of the profession. Lissette M. P., Esther B. P., Bárbara C. T., and Regla D. H. (2009), established that coherent work of the educational institution in partnership with other educational forces on ethical values as derived traditions of ethics and morality, is an essential condition for the development of the thought of the young generation that channels one Angolan adequate cultural identity. They respond to the fact that the possibility of educating ethical values, not limited to the scope of the school, but must be a unified process that transcends An integrated, gradual system of all institutions based on the level of development achieved by each university and each group as well as the conditions in institutions and society at all times in a fully globalized world. When there was no agreement between the Marxist-Leninists in relation to the problem of the origin of morality, the most accepted version places it in a historical change objective and subjective at the same time. That is, the first golf lives a moral society, which fully corresponds to a low point of freedom, because the man is forced to depend entirely on the nature. Thus, the ethics of Marxism-Leninism thus coincides with the dominant ethical remaining currently in institutions to be rules, to seek satisfaction of the social interest, in identifying moral interests with the goals and interests these in time with inter-subjective. These two issues are closely linked together; do not receive equal treatment from all ethical Marxist-Leninists. A mechanistic interpretation of historical materialism lead to assert that the subjective factor is determined by the place occupied in the target factor involuntarily, in which case the moral truth of a class must be determined by the working class when they discover that the historical process is discovered by Marxist science steps. For a non-mechanistic conception of Marxism, which, consciousness would not be a reflection of material reality, but experts Marxist science who should reveal what the objective interests are, as unable to reach the stage where they decide freely associated producers moral formation. When contemporary multiculturalism attempts to suspend individual rights and passing progress from ethics training will be proposed for regression purposes on the basis of the right to difference and the duty of toleration is not divine, which no you can interrupt or universality and justice, because every human group, "is entitled to respect and integrity, but not every one of their practices." (Valcárcel, A. 2002: 20). In this sense, as established Faustino, A. (2013:7) cites "Education in ethical values as joint investigative thinking in African-patriotic traditions," Needless to say, the validity of Marx's method for understanding the inescapable interconnectedness of the various spheres of society, in a world in which industry outreach, based on the extraordinary technological advances conceived from the imperial control of the media, in the exercise of a cultural politics of domination that authorizes economic power in society. Thus, modern society exhibits fantastic technological development indices from nations, poor countries very powerful, deep contradictions, with the world of neoliberal globalization leading to the resignation of ethical values that ennoble the human being, attitudes and ideas responding to the great interests that enable impose cultural models generated from the centers of power trying to override the genuine and legitimate identity of the Angolan people. Similarly, the results of scientific and technological development in the world, become essential tools for the development of a culture industry domain-based information aimed at legitimizing a complex and contradictory context that enhances consumer culture and a culture that blurs the boundaries apparently consumed, and actually threatens the diversity, since the imposition of cultural models and discriminatory; (Mendoza, L. 2008). In this sense, living in a plural society imposes assume they are perfectly respectable people, not their opinions, and that the right to one's opinion is that it is heard and discussed, not that you see go uneaten as a sacred animal. What the teacher should encourage their students is not available to establish irrevocably what they have chosen to think the voice of spontaneity, self-expression, but the ability to participate fruitfully in a reasoned controversy, personal or family dogmas. (Savater, F ,1997). In this sense, a political, economic and social challenge posed an urgent battle to achieve an ideal of innate educational value that makes each person distinguished by his culture, his wisdom, knows efficiently use the current and future technological changes necessary in close cooperation with men and women of good will, to fight over any political, ideological or religious difference in the Angolan society. This allows us to understand that today's world becomes heir to a century in which gains were made in the social, scientific, cultural and other, but are accompanied by social crises, conflicts and violence affecting the African continent. What everyone has is his conscience, is part of his personality that is formed from the family, school, and in conjunction with the society in which it develops. As for values, it can be argued the ethical superiority of some over others, starting with assessing the very pluralism that allows and appreciates diversity in society (Savater, F. 1997). It is assumed that the serious problems affecting the continent not only human existence but for the preservation of life itself, require a responsible attitude on the part of humanity that lies in the relevance acquired by the development of ethics, as an essential mode of transmission of culture for education on ethical values as joint investigative thought-the patriotic traditions which enables the overall development of a personality that characterizes the man, multifaceted and harmoniously developed, tireless campaigner for ethical values. In any case, it would enhance the development of the various cultural forms in the third environment, instead of continuing to promote cultural homogenization, if the principles of pluralism and say "of multiculturalism in the third environment will have to undertake actions major to satisfy minimally "(Echeverria, 2002:35). In many areas of citizenship and participation with sufficient information to determine aspects cannot but be a source of social controversy to determine the intervention at multiple levels of what is complex. This problem also relates information available, consider how individuals process that information and act accordingly. The Ethics to stimulate the formation of values in the Angolan public institutions is of great importance for the intellectual development of the personality, which enables professionals take get good participation in the struggles that characterize the stage of building a new society. This then allows us to understand the significance that currently acquires the axiological ethical approach to reality, to the extent that no single social process that can be understood apart from the ethical values that demand significant capital to the destinies of mankind. From a holistic view ethics as joint-investigative thinking in the Angolan patriotic traditions indicates the direction to the development of human capital, which includes along with the satisfaction of subsistence needs of continental and emotional protection of citizen participation as a synergistic factor, making the axiological need freedom from imperialism, which allows to reduce the need to leave a gap, generating welcome the development of vital potential. Education in ethical values as joint investigative thought-the patriotic traditions primarily requires the analysis of historical and social conditions in which this process is inserted, especially if it is of this that exists. Therefore, the serious problems affecting the Angolan society, not only human existence but the self-preservation of life, because they require a responsible attitude of humanity Chavez, A. (1988); Turner, M. (1999 ). That is why among the challenges facing the continent society is undoubtedly in his own life, which also involves the issue of ethical values that accompany the human being in its historical course which will confer in turn, the possibility of transforming society to make it more human. For all the above stated, education on ethical values as joint-investigative thinking must take an important role to discern the values to work with students from the University. So that means in Angolan history, the need to present a professional future, being able to stand up to the constant threats inland as indispensable to safeguard what has been achieved over several centuries condition in the world that has aspirations of joining peace throughout the continent. The dominant culture is reproduced in part in oppressed social groups and manifests itself in a weakening of the valuation allowance for making sense yet to find new directions for the development of the Angolan society afflicted by war in recent years, as suggested by Morin , E. (1995), the diversity of humanity can draw their greatest treasures, provided that recovers the secret of their unity and solidarity rethink future career with a continent that is their common home, where the universal does not preclude ethical values as a thought-joint research in the patriotic traditions, but concentrically attached to the legitimate homeland of the Earth's continental human identity. From this perspective ethics as a social phenomenon is considered as a reflection of the legal, economic, cultural and political institutions whose cases involve exposure of an authentic foundation that have been suggested as possible explanations for this dominant social situation of cultural values, legal tradition, ethical fragmentation, presence of democracy, decentralization, climate of market competition, size of the state, social status, level of social development and degree of openness of the economy to the outside that are the basis of a social phenomenon (Faustino , A. 2013). It is considered that the human capital that is formed in the process of building education has particular ethical values of their psychological functioning in correspondence with the social changes occurring in that historical context formations. It is characterized by the conscious regulation of their activity where social reasons and high political consciousness that guide and encourage their participation in society by high ideals which form the sources of their life plan for their stability personological based features predominate a reflective, dynamic and creative to face complex situations with a great humanist ethical meaning of life thought. The formation of thought-research becomes a real challenge, thus transforming its university research training is required, what passes for curriculum design, the design and implementation of the teaching-learning and training in general. The teaching and learning of humanities taxed to the cultural formation of ethical insofar as it is conceived, designed and implemented from a creative and flexible look that projects the potential they hold for the formation of education professionals with a high component axiological Angolan culture. INSTRUMENTS During the preparation of instruments to select the sample was applied stratified random sampling technique by socio students Bachelor of Mathematics University "Agostinho Neto" from a pilot involving the application of surveys to 36 teachers. The survey questions used in each dimension, the quantitative analysis procedure employed, consist to allocate in an ascending scale of 1 to 10 the space from ignorance to knowledge of the subject research, expert judgment submitted by teachers of "Agostinho Neto"- University Angola. SUMMARY AND CONCLUSION Teachers must be prepared to design integrative actions in the development of their teaching-oriented features from the Ethics as a subject that enables the articulation of thought, research traditions in order to focus its efforts on better preparation of students for activity professional that develops in contradiction between the progressive specialization of knowledge and the necessary integration of ethical values in an orderly and coherent whole. It is therefore necessary to continue deepening the formation of ethical values so that through the educational process, values education and strengthening of concepts, behavior and important moral convictions, is enhanced in professional generally reaffirming the professionals need to prepare in terms of achieving a top performance on their performance in college and university. component axiological Angolan culture.
